Is it Herps or Scabbies? Please Help

I was suffering from Red glans, white discharge under the foreskin and red foreskin. I had sexual protected contact 2 months ago but unprotected oral. Symptoms started after 15 days from exposure. On washing, my glans and foreskin gets really shinny, waxy and starts crumbling due to dryness but doesn't flake away.My groin area is seldom itchy too.

After urination, i used to have tingling sensation at the tip of my penis for 10-15 minutes.Then i consulted a urologist and he diagnosed balanophitis for which I was on 20 day doxy and itranazole caps for first 20 days  course but no improvement (applid onabet too)

Then i consulted a dermatologist and he prescribed Fluconazole 150 capsules for alternate days for 15 days. it was not improving for the first 10 days so i stopped using onabet and started using coconut oil. The white discharge under the foreskin has ceased. The redness of the foreskin as reduced too. 

I consulted the urologist again after i got my urine culture done and it came positive with E.coli. The urologist was shocked as UTI doesn't make sense keeping my age in mind (i am 27). He has prescribed some tablets for it.

Now few days back just after consultation i noticed something on my foreskin and i don't what it is (There is no itchiness or blisters on my foreskin or glans just small red dots). I am attaching a pic of it. Kindly suggest what it is?

I have done diabetics test and HIV 1 and 2 till now and both came negative. Does it looks like herpes or scabies ?
