i had some redness a few weeks ago on my glans but i can barely see it now
therr is blackness around the meatus
there are some bump like raised skin when erect on the glans
there is dryness under the foreskin also
i dont use any soap or moisturizer on penis head use only water sometimes a foaming facewash just to clean
there is some redness rash like scars under the thighs , some stretch marks also i dont know if it from the exercise i do for splits or something else related, that area gets dry and white sometimes
i dont have any complications or any problem but seeing it gives me anxiety i keep on checking my penis all day
I JUST WANT TO KNOW IF ALL THIS MAKE ANY SENSE? DO I HAVE A DISEASE? STD? HIV? STI? OR ANY OTHER INFECTION OR SOMETHING? OR ITS NORMAL ?

You have a number of different things going on - all but the blackness around your Meatus can be linked to the same thing, and I have asked you a question about that

i dont use it much i have just used it two three times because there was some dry skin and it was not going with plane water

So, dryness and redness is most often linked to what the skin of the head, in particular, as well as the inner-foreskin of the penis, is in contact with.
Unlike the skin elsewhere on the body the upper-part of the penis is very sensitive to things that can cause irritation, or more longer-term, distress - once a situation like this exists it can be difficult to know what brought it about in the first-place, and, more relevantly, almost anything in contact with the irritated / distressed skin can prevent it from healing. Other than water, that is.
The most common source of problems is ANY form of body wash, most typically soaps, shower gels and suchlike. So certainly, something for use the relatively tough skin of the face is completely out of place on the penis - as is hair shampoo as another example, that some males apply to the penis in the shower, then masturbate.
With what you say is going on with your thighs you either have an issue of over-use of the various forms of body wash you regularly use, or, you are not rinsing away whatever wash you have applied, otherwise you may have a skin problem generally.
What you need to do for starters is pay real close attention to when you take a shower. Get a quality shower gel that is Hypo-Allergenic / for sensitive skin - cover the head of your penis with your foreskin (if you are not circumcised, obviously) then wash everywhere else on your body and fully rinse.
Then expose the head of the penis and simply use the running water to wash your entire genital / groin region with - use the inside of the hand and fingertips to clean the head and inner foreskin with.
NEVER use hot water on your genitals, even in the shower - the next essential is making sure you dry everywhere throughly, particularly your inner-foreskin and head of your penis - ALWAYS ONLY use a towel that ONLY you use, on your genital and groin region.

Again, this is about using shower gel that is not harmful to the skin, not applying things to your penis that simply should not be, thoroughly rinsing at the end of your shower, and, ensuring you dry ALL of your skin before you go on your way again.
Doing things correctly entails thinking about what you are using, keeping it to water only on your genitals, and then removing ALL moisture, particularly from your groin and genital region - from what you initially stated it sounds like you need to give greater attention to the top of your legs and thigh region as well.
