can anyone please tell if it's Penile Mondor's Disease. I noticed this 2 weeks ago. I do masterbate hard for 2-3 hour (looking for porn) and I guess at times bit rough too. This is present on the right side of my penis. near the glans.

Look up Penile Lymphocele - this is most certainly linked to the way in which you masturbate. The photo is not that clear but this is most likely what it is - often Lymphocele are shown as a tube type swelling but they can also form bulbous swellings
You need to take a complete break if you can from masturbation - 3 weeks may resolve the Lymphocele but they can sometimes be quite stubborn in fading
