I used to have phimosis as a kid so never cleaned it, over time I cured it by stretching it, but obviously my hygiene was never good before that, because I couldn't retract the foreskin properly. My glands has always had this weird dry white wrinkling look when soft, and the area around the meatus used had always dark and red. Not sure if this is balanitis from when I had poor hygiene and it never went away.
