Hi,
A change of circumstances will only apply if either your conditions have improved or got worse. Stopping medication isn't a change of circumstances. If everyone reported a change when they stop or change medication then they would be even more backlogs.

It's not medication it just I have come of mental health team meds are same they say there is nothing can do to help been under them for 30yrs no change in illness they say I won't get any better

Not seeing anyone for your mental health is not a change of circumstances as you said yourself, your condition hasn't changed.
