Is this an herpes outbreak?

I've been experiencing irritation in my vulva area. When I looked at it, I noticed I have a lot of bumps down there & some of them hurt. This as been on- going for a couple of months & I was thinking maybe it was hair bumps from previously shaving. Well, today I got a Brazilian wax & the same thing again. Is this something I should be concerned with? Could this be a sign of herpes? Is there anything someone can suggest for me to treat these bumps? image
