i dont have any itching or burning , when i add moister it looks regular but right out of the shower it looks like the photo above .

If you have been sexually active - had unprotected penetrative sex, or received oral the only way to rule out STD / STI's is to get tested ...

ive been tested by blood an urine and the results were that i didnt have any std. It doesnt hurt and it doesnt blister up like herpes. i think its balanitis or eczema but im not sure. it doenst itch or burn.

.. so when when you had the STD checks did you have a visual inspection of what you have .... ?
and, how long have you actually had these?
It would be helpful to know what age you are?

I'm 28 years old , no visual check was done on me . just blood and urine . i noticed it in october of last year. no burning or discomfort .

I am inclined to think these are naturally present - when you can, go to a Sexual Health service provider for a visual on what they are ...
For moisturising your penile skin, try some Liquid Coconut Oil, apply every other day, best time is after a shower, a light coating is all you need .....
