How long ago did you notice something wasn't quite right with the skin? Are you circumcised? What age are you?
Often the only way to make sensible comment is for Forum Posts to include photos - so the photos you have posted are essential !
You may need to get an assessment of what is happening with your penile skin with a dermatologist and they can try you on a range of potential treatments, most likely a steroid application

thank you for replying ! i m 20 yo and yes a i m circumcised . i noticed it more than a year but i m not sure it was kinda swollen at that area i showed it to my parents and they told me it was normal . it only shows when it s not erect but it s hard to notice when erect there is also discolorification going down at bottom of the glans here are the pics from all sides i hope you have a better idea now .
thank you so much for reaching out . please let me know if you have any idea because there is only 1 urologist in my city and it s not open yet .

The first photos you posted were much clearer - the area you have highlighted in photo two would seem to be rather unusual. There is no regular cause of this, so there is nothing I can suggest that you can try to use on it.
The other medical professional you could see is a dermatologist.
Essentially, the thing to think clearly about is this: is it actually causing a problem?
Has the issue become alarmingly worse in the last two months?
The approach many people would take would be to see if it does become worse.
Certainly, you could get the opinion of a Regular / Family Doctor / GP / PCP the next time you have an appointment - but I would certainly suggest this is not an urgent issue
