Is this herpes?

I've had some slight itching a day after sex (protected) and some red bumps appear at the base of my penis. Its day 5 now and it hasnt gotten worse or better. The picture shows what it has looked liked. The red circle is bump that doesnt have a hair coming out of it and it is the only one like that. The blue circles have similar bumps but have the hair follicle from it. Could this be herpes?

I'm not a doctor or a specialists... But looks like it's from the hair.
I would get it checked out though just to be safe. There's many test that docs can do, but tell them to check for the following as well:
Scabies (doubt it)
herpes (both of them, but still doubt it)
warts (doubt it)
Pretty sure they will say it's nothing and that you don't need to run test, but tell them please just to be safe and that it's really bothering you and you can't focus. Mention you depressive state.

hey. I saw this post and wanted to comment due to the lack of activity and the one reply I saw that you got.
Yes that looks very much like what I have, which is herpes, though I got it much, much worse than you did.
I think I got them both, 1 &2. The reason I think this, is because the very first time, I had it... Back there. It was awful and took weeks to heal. Fast forward TEN years (yes ten years with no issues) I had my second outbreak... Everywhere, 20 times worse than the first. Mouth, down there, back there... Everywhere. and since then, I have had subsequent 'spots' for a day or two, about every month or two.
I have been tested dozens of times for HSV 1 & 2 and it has been negative every time. These were both blood tests and swabs from the affected areas. HSV is extremely difficult to get that 'hard' diagnosis for, as it usually doesnt show up on tests. If you think it could be herpes, it very likely is. the vast majority of sexually active people have it and it is nearly impossible to protect yourself against it. The good news is it really isnt that bad, after the first outbreak. I suspect that I got HSV1 back there, years ago since I went for years without issues. I think I got HSV-2 the second time around, which is often more aggressive and symptomatic.
What I have noticed as well, is that what I thought was just... an ingrown hair, razor burn, or irritation was actually probably a little herpes spot. Masturbation, shaving, friction, and substance abuse all contribute to my outbreaks. And they always start at the hair follicle. If it forms a whitehead and wont pop... definitely a herp. If it ever forms an open sore that oozes a sticky yellow liquid.. herp. pretty much anything that you suspect is a herp probably is one. especially if it is painful.

It looks like classic foliculitis. It's like acne but the hair follicule gets inflammed. Nothing to worry about. You can try anti-fungus cream on it.
