Is this herpes?

As it's lockdown none of the STI clinics near me are open. So i don't know what to do. There was a red rash before these appeared so I don't know if that makes a difference? I've had no flu like symptoms, no lumps, no pain at all instead it just occasionally itchy but only slightly, the blisters have stayed the same over the past few days. There's no discharge coming from the tip of my penis, there is a strong smell occasionally from under my foreskin, almost like cottage cheese.

Update -
Got off the phone with the GP and without even looking at it she says she's going to treat it as herpes, but most of the symptoms she was asking if i had, I dont have? There's no tenderness to the area or surrounding area, no continuous muscle pain, no swollem lymph nodes?
And I've just had a shower, and some of the blisters have rubbed off and there's no ulcers or anything underneath them?

I'm confident they're not warts, warts are hard to the touch and do look similar to normal warts anywhere else and normally they're the same colour as your skin, particularly in the early stages. I see what you mean though based on the lower part of the second picture, but it's completely flat on the second picture and not as prominent as the picture makes them look. The focus is more on the top half of the second picture and the other pictures. But thank you for your help !

It's not painful, occasionally a little itchy or a slight sting, but not burning sensation or strong pain. And they haven't ulcerated, no.

i hope so ! hopefully getting it looked at tomorrow, I've had some symptoms, such as itchiness in the genital area but no major ones such as flu and it being painful. But i could still have it, and if i do I'll just have to hope I'm one of the lucky ones who don't suffer badly from it.
If anyone has any website or anywhere where they offer advice on living with herpes such as with dating and further sexual encounters, please may they reply to this with some links?
It would be greatly appreciated.
