Is this herpes?

i havent had sex since june (it was protected sex) i always get tested anyway and my results came up negative. two days ago i noticed a senstation in the crease of my leg and noticed a linear red mark. since then it has became slightly raised. it doesnt itch , it burns very slightly in the shower but im not sure if thats because ive been messing with it. the skin was dryer and slightly scaly so i put sudocream on it which has stuck to the dry bits which is why they look white. no blisters as of yet & i havent had any other symptoms. any idea what this could be? the location is the crease of my leg near my vagina. first is when i first noticed itimageimage

    Might just be eczema. How did it develop?
