Is this Herpes??

hey everyone! I've been super stressed out lately trying to see if i have herpes. I have not had flu like symptoms, discharge, pain, etc. but in the picture below i have small little bumps that have appeared on my penis. I'm going to see a doctor next week. Its been exactly 8 months since i had sex. no itching. They haven't grown at all. no pain when I pee, but this is concerning. the only other thing i could even think of is reaction to lotion, or maybe genital warts? just worried and seeing a doctor soon to out and take next steps if so. just ran across this page and was hoping someone could help me?
