Is this herpes?! I really need a response

So i have had this rash on my genitals for about a year now, and i have never had sex i have been to a strip club but my clothes where on no contact to my genitals but they are red and their is this black spot that hurts. my testicals itch and tingle, i just really need clouser on this my Dermatoligiost said its nothing to worry about. ![image,

if anyone knows what this is i really need to be at eased i haven't slept well in months because of this rash
