Is this herpes or folliculitis?

Hello, I have had this condition for about 2 years, I didn't pay much attention because I didn't have many as now, they are sore and itchy. I have been applying cream with aloe vera however they don't stop popping up.

Is this folliculitis or something more serious? Does it look like caused by a bacterial, fungic or viral reason?

    Oh I had the same thing happened to me a year ago! Bumps all over my booty. It wasn't herpes.

      I honestly just kept the area very very dry. The doctor also prescribed me a steroid cream but I didnt find it helpful. Took like three months to go away.
