Is this herpes or something else?

every now and again, i feel a little itchy down there, its only on my left labia. this has been happening since march I think. the itching isn't really painful its just a tingling here and there. i do have some white discharge, wouldnt say it smells fishy though. ive been tested for chlamydia gonorrhoea, hiv, etc and im all clear i just dont know what on earth this is? I've posted on here before btw, but these are some clearer images. normally burns to pee but this time its not really burning as ive been trying not to itchy it too much. also the doctors have tested me for bv and yeast infections but nothing comes up?? they say its all normal so what is this

also, i understand with herpes, it scabs over right? when i put hydrocortisone on it doesnt scab over, the itching just goes away and the redness slowly disappears so i dunno guys what this could be
