Is this Herpes? Please provide insight.

I have thick thighs and I often get irritation from shaving, however I have never had it this bad. I have been with the same person for the last 9 years and as far as I know he has never stepped out. These bumps never blistered, but hurt and they do burn when I wipe. I have discovered that using a loofah irritates them further.

I am also not sure if this is a result of herpes or the fact that I may have shaved and used too hot of water to rinse down there last time. I had a burning sensation for a while but just recently got these bumps and they always looked like this.image

    This looks very concerning in regards to herpes. i would go see a doctor
