Is This Herpes? Red Spots on Glands and Shaft. Please Help!!

Hello and thanks for reading/responding,
So first things first I am sexually active and have had unprotected sex with a partner who has been tested in the past and has never shown symptoms of herpes. I went to the doctor yesterday who said he didn't think that it was herpes but instead suggested a fungal infection or irritation from allergy or dermititis. I asked and had a panal of STD tests just in case. Here are the symptoms/timeline I've been experiencing:
48 hours ago, woke up with red dots on penis head and along shaft, they were bright red as shown in the two pictures, one containing the shaft of my penis the other is cropped and shows the dots on my penis head 48 hours ago (either the first 2 or last 2 pics). There were some on the head of my penis as well, but they all appeared to be very small red spots, not painful, itchy, or tender. I panicked and made a doctors appointment.
24 hours ago I had my doctors appointment, by this time red spots on the shaft of my penis had faded quite a bit, nothing was as bright or noticeable. Doctor said not to worry and that he was pretty unimpressed, said with herpes I would have other symptoms, it would be painful, or lesions etc. Still had him run STD blood tests for me just to rule it out for my peace of mind.
Today I woke up and took the 4 other pictures, including one like the original. As you can see the red spots on the shaft of the penis have almost completely disappeared, but the red dots on the head of my penis have stayed.
The reason I'm posting is mostly because I'm worried and want to talk about it and calm myself down until I get the test results. My questions are:
Would/could herpes show these symptoms? Would they appear more quickly or have changed shape/formed lesions in 48 hours? What is your(the viewers) opinion?
What do you think about the picture 48 hours ago and then now?

It's hard to tell right now but possibly. Herpes outbreaks are so long in general I feel like. But very well could not be. Best to be tested. If they start to look like pimples but then scan over its for sure herpes

Thanks for responding, I was really getting in my own head and just wanted to get another insight. Calmed me down a bunch and the test results all came back negative so that's promising!
