Is this hpv?

I havent been sexually active in a couple of months but these developed a little recently. It started off looking more like pimples so I just left them alone, but right now I just realized they look like skin tags. They're painless and sorta flat on the skin. I'm thinking its from shaving and plucking the hairs, but I'm not sure because I havent gotten tested yet. What do you guys think? Also, what treatments can I do for it?

Sorry for the hairs, I didnt want to risk shaving.

    I'm suspicious of it being HPV. I have had a wart before due to HPV and it resembled those spots.

    go to you dermatologist and he can burn them off if that's what it is.
