Is this HPV? or nothing to be worried about?

Ive noticed this cluster of tiny bumps under the foreskin of my penis that is not circumcised. it doesn't cause any pain and it is just there. judging from its size and placement, I am concerned that it is a genital wart caused by HPV. This is the only one that is present. Should I be concerned?
