Is this HPV or something else?

Ive had these clusters of spots under the head of my penis since puberty before i lost my virginity. And ive always thought that it couldnt be a STD since i never had sex when they showed up. But recently i saw that you could get hpv transmitted non-sexually so im a little bit spooked. Im 25 and have had these spots for like 10 years now. I had a blood test for stds and have had negative results. Never brought it up to my physician since i legit thought it was normal. Can someone tell me if this is something serious?imageimage
