Is this HPV or VP?

What could they be? when I touch them towards the skin they lie down, if I touch them in the opposite direction they get up.

The pictures are a bit blurry and to close, but it appears to be VP, which are harmless and many women have them appear on the inner labia. They can often clear up on their own or be removed by a doctor.
