The texture of my penis is scaly and bumpy with some grooves on it. It's been like for as long as i can remember. There's no pain. What is it and is there a way to get rid of the bumps and smooth out the skin?

It does look unusual, but if it's always been like it and you don't see changes over time, I think it's just how you are made and can't be helped.

No, I'm pretty sure those are freckles. I used to masturbate without any kind of lubricant which resulted in my penis being dry all the time so maybe that might have something to do with it?

I have no idea what that might be, but if it's always been like that, then I suspect it's nothing to worry about. I'd get checked out though. You could either see your GP, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details.
