Is this meatal stenosis?

I am in pain for last 2 weeks after i masturbated then after 15-30mins went to pee and it pained while urinating was scared as i have no previous history of penis pain/disease.

Now while urinating it doesnt pain, but when penis is normal it pains like a sharp pointed pain.image

Few days later spotted this skin stuck and When i try to break it pains insane.

Also I'm circumcised and had some search on google and got to know that meatal stenosis is very common in circumcised penis.

My urine stream comes in split because of this division.

I last had sex on 26 March, then after 10 days got HIV and VDRL test both came negative had only oral sex unprotected that too for 2-3mins 😛

So i guess no chance of HIV/STD/STI.

Anyone else faced this problem??
