Is this RLS?

I've had the problem that's shown in this short video - https://youtu.be/Q8kQLcymZhc for almost a year now. My neurologist at the VA has no clue as to what it is. I've been to movement disorder specialists and the latest was to the Baylor College of Medicine in Houston, Tx. Their diagnosis after watching the video and doing various tests is that I have atypical restless leg syndrome. I'm not an expert by any means but in doing research I find that RLS happens mostly while sitting or lying down and in the evenings. That is definitely not the case with me. Other diagnosis's I've had range from 'I have no idea' in the case of my VA neurologists to Orthostatic Myoclonus or Orthostatic Tremor from a movement disorder specialists. Has anyone else seen anything like is shown in the video I posted the link to?

Hello Chris,
I can't help I'm afraid, I can only agree with you that everything I know about RLS, including my own experience, is that it is a sensation of needing to move your legs (or arms) and that getting up and moving about it often the only relief. Completely the reverse of what you seem to suffer on your video.
I hope someone recognises this and can help you.

Hi Chris, sorto in hear about your problem. From my experience of RLS over 11 years I would say that this is not RLS. It is much too severe and you continue to have it when you move about. I'm no medical expert, but it looks to me like Sydenham's Chorea, otherwise known as St. Vitus' Dance. If it is, it is treatable.

I definitely don't think it's RLS. But seems to be something neurological. If your neurologist doesn't know you definitely need another opinion, perhaps Mayo Clinic
