What age are you now? Have you ever been able to expose the head / glans of your penis? And, have you ever tried to do particular stretches to deal with the tightness?
You should never use force to try to attempt this as simply the foreskin can rip under pressure. You can try using gentle pressure, but if you experience any pain you should stop immediately.
Just to clarify: the head of the penis is best left unexposed until the skin is more developed and the usual best time to try to expose the head is around the onset of sexual maturity, that is, from age 10 onwards - and again, pressure should NOT be applied in an effort to expose the head / glans as some males may not be able to naturally expose the head to around 16 years of age.
The photo does not show me what the bumps actually are.
My suggestions would be i.) get a Medical Professional to visually check what is going on and to recommend what you can do about it. I would suggest this is a good approach so you can have the bumps identified, and the other main concern I have is the white appearance to the top layer of the skin around the tip of your penis.
ii.) the itching you state could be as a result of very dry skin. For this you need to do the following:

im 21 and as i mentioned i was able to pull back my foreskin earlier.
and no i dont do any stretches

Are you a sexually active person? This may be a personal question you may not want to say about, but, knowing whether you have masturbated regularly since you became a teenager would be helpful to know as regular movement in the foreskin can often help prevent a foreskin from tightening?
When you say: " starting developing bumps on foreskin quite early " - at what age would this have been? Have you ever had a medical professional check these?

The final question I asked in my initial response is important, if I knew in which country you lived it would give an indication of whether you have easy access to medical services? Or, more simply, can you go see a Doctor about this?

As I say, my concerns are: you have a white appearance to the upper layer of your penile skin at the tip of your penis, you have bumps which could be anything as the picture you post is not clear enough to identify them, and, your foreskin has tightened, and again, the cause of this is unknown.
If it is possible for you to get these issues checked by a medical professional that would be most helpful .....

streching exercise in shower. put coconut oil on glans and do up down movement with foreskin. it will take months i guess. because im also using this technique. my foreskin is tight around corona. if you want fast results use betnovate n cream check composition you can find substitute. it is steroid cream which helps in thinning the skin and make it stretchable.

this is caused by phimosis the best course of action would be to visit a doctor they can prescribe non surgical treatments such as steroid creams the surgical approach would be circumcision
