please see the pictures attached. this used to happen at the base of the penis where it used to itch more and smell as well. now it happens on the tip and the shaft. although it doesn't itches or smell. the one on the base was surely a fungus. this seems fungal too. any ideas!. the last pic is when it is normal.

What you are experiencing is caused by allergens such as soaps, detergents,dyes etc. best treatment is to moisturize with Vaseline or cocoa butter. Anything else such as topical creams will only irritate the skin more. Think about switching to hypoallergenic soaps and detergents.
