ITCHY LUMPS ON PENIS AND SCROTUM

imageI am not quite sure what I am experiencing. I am not sexually active. I haven't even yet experience sex. Hence, I am wondering what this is. Is this just some form of rash? A yeast infection? Or a viral infection? Please guys help me with this. I have been experiencing this almost 3 weeks. I have not yet consulted a doctor or any dermatologist. But I am planning to do so. However, I need a heads up about your opinion on this guys. Thank you.
