Itchy red rash on legs - dermatologist doesn't know what this is. Can anyone help identify?

I have this itchy red rash / small raised bumps on my lower legs and behind my knees for a little over a year now. I've been to my dermatologist who is unable to diagnose what this is and has given me Cloderm Cream, 0.1% which is somewhat helpful but the rash itself never goes away.

Any idea what this could possibly be? image
