Kaiser won't do surgery on a 9cm simple cyst

after so many trips to urgent care, seeing my regular doctor and dealing with surgeons about my cyst who I've have had for a few years, have had it abcessed twice, pain won't go away from that location, upper right at my rib, surgeons keep saying that the risks of having remove oughtweigh the benefit, but is hard to continue with these pains, should I look for another provider? I have heard many stories about kaiser that I'm willing to cough up the extra cash to switch over to PPO in a few months and get a 2nd opinion, my life is a stake here.
