Large bump on penis shaft, what is this?

For a few days there has been a flat white spot that is around 0.7 inch in diameter on the shaft of my penis. The skin initially felt a bit dry and was itchy every once in a while or if my boxers / pants would rub against it. I thought it might have been an ingrown hair so didn't really pay attention to it.
Today it has become a large noticeable bump on the shaft. It does not hurt, but slightly itches rubbed against with my finger or pants. I was masturbating with lube yesterday so this may have enlarged it? Might it be Lymphocele?
Not sure if it's hygiene issue since I moved to a new apt. with older bathroom recently. I am a 31 year old Asian male, no sexual activity with anyone in the past two years. Just masturbation if that helps. Thanks for the help.

In the second picture, the right side of the shaft should look like that. You can see the bump is quite raised on the left side. This is when my penis is not erect (and it's cold!)

it may be a Lymphocele but cyst and things like that can also cause it if feels like a movable lump

Kevin, there are several things this could be, including the ingrown hair that may have become infected. It could also be a penile cyst - however, both of these normally form a dome shaped bump that takes up less space in area. You could have a dermatological thing going on, in that, something has irritated the skin. It looks like you may shave the pubic hair that is on the shaft of your penis.
You say you have recently moved, the essential is that you maintain your own standards of hygiene with regular showers and changes in underwear - just as important is not to share towels. You should always have your own clean dry towel, particularly after you take a shower, and after you have washed your penis or your entire groin region.
Following masturbation, do a full clean up every time, tissues first, then wash and fully dry - if you cannot wash afterwards, use wet wipes that are for sensitive or state they are dermatologically tested, then fully dry. Once this issue is resolved the best lube for masturbation is a light coat of liquid Coconut Oil that is for use on skin, rather than hair.
In all, you may have a combination of factors going on here - particularly if you have shaved the area recently. So what to do: you could keep the area clean and dry and keep your personal hygiene right, and it may simply heal itself within a matter of days.
The go to treatment I use for all lumps and bumps and skin abrasions in the genital region is liquid antiseptic and I dab this on to the affected area neat (TCP if you are in the UK) 2, 3 or 4 times a day.
However, the first time you use this you may get a reaction from the skin - this would suggest you have a dermatological issue - wash the skin with water only and fully dry if this happens and if this does not resolve itself within a week or so, you may need to see a doctor to get this sorted.

cysts can just be a sac of fluid and not always feel hard they can be squashy lets say like a little balloon under the skin
