Large red and intense itching area on both inner thighs resembling cellulitis but not swollen.

For some time now I've been seeing a growing red patch on both inner thighs and spreading to the rear of my legs, it looks just like chaffing, and has the dryness of cellulitis, but it's not swollen, watery, and the skin isn't broken, it's just intensely itchy to the point where I have to use smooth grade sandpaper to scratch it without breaking the skin, but th itching only happens when I sweat in that area.
I am 280Lbs in weight, and 63 years of age, I also have sever, untreatable foot fungus that I have now stopped attempting to treat as it's costing far too much money, and my right calf has had a severe (healing very, very slowly, over a 4 year period), some form of dermatitis, and I suffer jock itch, and no money left to get it all fixed, but I'm more worried now about the development of that rash on my inner thighs. The images (I hope to be able to upload more than one), show the calf infection and my thigh rash, and hopefully someone can determine if that calf infection is related to the rash.
I don't have any more money now for spending at dermatologists as up until 8 months ago, to total it cost me over the years, was close to $267,000.

I think you are right about the chafing being the cause. That area can be quite sweaty and I think you now have a bacterial or fungal infection settled in to the area. Im sure you know you are overweight and this will contribute to the chafing problem.
You could try washing the area with a dandruff shampoo that contains selenium sulphide. Working a little into the area, leave for 2 minutes then wash off very thoroughly. Dry thoroughly. In addition get some Clotrimazole cream and smooth it into the rash after washing and drying. do this every day before bed. If it makes things worse then stop immediately. Dont wear any nylon/lycra or polyester next to your skin. Only cotton. Dont wear any pants at night.
Have you been told you have a circulation problem? always elevate your legs when you are sitting. Also Try laying on your back with your legs as vertical as possible against a wall. Try to do this every day for 5 minutes. Then lower your legs to horizontal. Then get up very slowly and sit down. It may help.
