liquid like popping on back of glans

I have noticed a liquid like pop up on the back of glans head and it sometimes look like a vein popping it has been more then month and not causing any trouble but it does look weird if anybody knows anything about it will be great help i am really stressed

Also other things i am struggling with a foreskin not being smooth and it gets little narrow from between by forming ring like and i get smegma too , if anybody can suggest then please! should i visit a urologist
