Loestrin verses Fem HRT

Hi, I'm trying to understand something. I've been taking Junel, which contains the same ingredients as loestrin, for menopausal symptoms for the last couple of months. It has worked well, but I recently noticed that the progestin in Junel is norethindrone acetate, which can be androgenic. I've already seen some hair thinning and don't want to exacerbate it, so I sent my Dr a message and asked if I could try a different pill with a less androgenic progestin. He prescribed Fem HRT. Well, I've been researching Fem HRT and it appears to contain the same progestin as loestrin! So I'm trying to understand the rationale here. Fem HRT does contain lower doses of hormones, and I know HRT works differently than BCPs. Do you think his rationale is that I would benefit from a lower dose of those hormones or did he just not listen to me, lol. Of note, I can't say that the Junel caused the thinning. I'm just trying to be proactive about treating it or at least not making it worse. Thx
