Hello, it might looks like genital warts to me or maybe molluscum contagiosum ?

Have you tried to put vinegar on those to confirm it's it's genital warts (condyloma?)

A vinegar solution applied to HPV-infected genital areas can turns the warts more like white-ish.

Try to google that maybe ... 😮

In my opinion, it might be Genital Warts, don't "pop them", don't pick at them, don't scratch them up.

I would also recommend you NOT to shave until you get an appointment with the doctor, 2 days before your appointment then shave but not before as it can spread the infection even more

These are not Molluscum as that is not how they present normally, as JJ suggests you need to get a doctor to check what you have going on.

My guess is you have ordinary bodily warts, rather than STD warts at the base of your penis, then you also have a skin condition at the top of your shaft and head of your penis.

You are likely to need to see a dermatologist to sort out what you have going on, but see your Regular / Family Doctor / GP first if you cannot self-refer direct to a Dermatologist .....
