Loss of motion in toes after foot fracture

About three and a half weeks ago I broke the middle three metatarsal bones in my right foot, after falling off a stool and crushing it against the hard floor as I landed. I don't feel much pain from the actual fracture now (although I'm still not putting much weight on the foot as I don't want to undo any healing that might be occurring), but I've found that I really struggle to wiggle or move any of my toes apart from the big one. I've been in a boot rather than a cast so I tend to give my ankle a bit of a wiggle about when I take it off to shower/dress, but I can't do the same with my toes. I don't think it's nerve damage/paralysis because they're not numb and I can flex the muscles, I just can't move them very far - almost as if the joints have stiffened up and gotten stuck! Is this normal when you've had your foot immobilised for a while?

(Note: I could wiggle my toes when the injury first happened, but it hurt a lot so I tended not to. I also couldn't bend them back as far as my other foot, maybe because of the swelling?)

My daughter didn't move hers she was too scared to for four weeks - when we found out that she could she definitely had a hard time doing it. We went to physio and they have her physically moving them with her fingers as long as it doesn't hurt. They said she had to retrain them. It only took a couple of days and she can point and flex them now.
