Lower Neck and Should pain

I have pain by my sub-occipital muscles at base of skull and ear fullness for about 9 months. Dizziness and off=balanced with sometimes migraine type head aches .....I was prescribed ibuprofen800 mg doesn't really help... Tiger balm does help with a good massage on my tight muscles neck shoulder and scm area with a machine or the hook cane and I press on the trigger points also my SCM are really sore... Had a ct scan of the head and x-rays of the neck were all good ... Ive been to many chiropractors and acupuncture as well. Anyone have any ideas? The imbalance is the worst part no spinning sensation .Also had my eyes checked and ENT vist with audio test for dizziness all good as well.......So im thinking upper cross syndrome? something with my SCM ?
