Meniscus Repair Gone Wrong

Tore my lateral meniscus, had arthroscopy and it was repaired January 16th. One week later, I suffered a Pulmonary Embolism which delayed physical therapy by 2 weeks. After my surgery I was not to weight bear for 3 weeks and use crutches. I was able to weight bear around week 4. Since surgery, now 13+ weeks later, I can't bend my knee more than 25-30 degrees. Doc wants to clear out any scar tissue and do muscle manipulation however, I find it strange he's done no follow up MRI or anything like that. My knee is still super swollen and I'm walking straight legged. Has anyone encountered this or similar? BTW - I'm a 33 year old female, no other significant issues, tore my meniscus via beach injury.
