I've been having very mild stool leakage for years. I wouldn't even call it leakage, as I only find my panties a bit wet, and toilet paper a bit dirty when wipping eventhough I didn't "use" the bathroom., but I don't fell any leakage. Is it normal or do I have fecal incontinence?

This isn`t normal, but if you seek treatment, be prepared for a very long & frustrating journey getting sorted out! I first consulted my gp about stool leakage, & Iv`e lost count of the nurses & other specialists that Iv`e seen since then, & I`m no nearer to it being sorted out.
