Multiple red bumps on penis, not itchy

About a week ago, I noticed multiple red bumps on my penis that haven't improved. I had it swabbed for herpes but it was negative, but recently it seems it's kind of very slightly oozing pus/liquid or something. Again it's not itchy, which makes me less worried it's herpes or fungal infection or something, but what could it possibly be? The last time I had any kind of sexual encounter was about 2 months ago, and this just popped up last week. 

Could be related, but I was suffering from intense generalized itching around my body for several weeks, and a PA at urgent care last week believed it to be scabies, so I used permethrin cream and will see if it's effective, so idk if the red bumps are related to that? But again, the bumps showed up more recently when the itching was going on for much longer. And also the bumps are non itchy.

Pics are attached. I've seen other potential causes, like balanitis, but it doesn't really look like that. Please help!!

    Any pus is abnormal and you should go see a doctor asap for the right antibiotics. It becomes very urgent if you have fever or any pain or discomfort on your penis or anywhere in the pelvic or stomach region.
