My penis won't retract

Hi I'm 16 nearly 17 and my foreskin still won't retract over my bellend but here's the thing is it's not too tight and it's loosened up the only problem is I've recently noticed in one area underneath my foreskin there is this tiny white spot which is connecting my foreskin to my bellend disabling retraction, what is this that's made my foreskim attach to my bellend and how can I get rid of it.

    Very difficult to tell without a picture. Can you uplaod one?

      I believe that it's the frenulum (however it's spelt) but I think mine won't stretch enough to retract so I wanna know if there's a simple souloution before I go to the doctors

      It does sound like it is the frenulum. You may be able to stretch the skin so that it will grow and you will be able to fully retract the foreskin. Putting that skin under tension with your hands for as little as 5-10 minutes a day could be enough. Look up foreskin restoration or non-surgical phimosis treatment for more information. If you are in the UK look up the organization 15 Square, they are a charity that helps men who have issues with their foreskin or have phimosis.

      Thanks for the help but quick question how high should the frenlum be because I've seen images where it's at the rim of the glands but the thing I'm describing is at the very tip or the glands. I'm not sure if that's the normal place or not

      It can vary from man to man but the frenulum of some men can reach around to almost of the bottom of the urinary meatus (at the tip of the penis, where urine comes out). It is possible you have some sort of abnormal connection of your frenulum in one spot. Without a picture it's hard to tell. I would see a doctor to confirm what is going on, and then decide how to procede. Just be aware that depending on where you are from some doctors may suggest surgery as the only option. Given you are not having an acute problem make sure you investigate all your options first. I you haven't already you could take a look at the Wikipedia entry "Frenulum of prepuce of penis" which has some pictures and briefly mentions the surgical procedure used for frenulums that are restricting retraction of the foreskin.
