My scalp never tingles. Is this normal?

I've been trying to get my pixie-length hair to grow faster for the past 3 months, and nothing I do can seem to work. I've been using various hair growth oils, but no matter how often i use them, my scalp never gets that tingly feeling that others usually associate with hair growth. My hair doesn't grow but 1/4 inch every month already as it is, and its frustrating. Does my scalp never having the tingling sensation mean its not getting enough blood circulation, or something? Also, my hair is thin. I don't have thinning at the scalp, thank God, but just in my hair. Can someone please explain this, and please tell me what I can do to get my slow growing hair to grow faster?
