Need help determining what this could be

For over a year I have had this very strange puffy swollen area of the Glans that has not completely gone away. It initially would look like this image image

This would fluctuate as I grew erect where if I was erect you couldn't tell this was there. I initially went to go see a dr as this did not go away and was there daily. Both my dermatologist and urologist said it was nothing to worry about and my derm gave me several creams to treat fungal infections over several weeks. None of these creams really seemed to do anything except reduce the puffiness temporarily.

Now it pretty much looks like this on the daily and just seems to always be visible unless I am fully erect.

Things to note.

There is no pain nor has been any pain on the skin or in my urethra.

The area that is puffy seems to be on the right side of my head. This area seems to be slightly raised skin higher than the rest of my Glans

I have tested several times negative for every STD my Dr's would allow me to test for including HIV, Chlamydia, Syphilis, Gonorrhea among others.

When this first started I initially went to go see a Dr because I felt the sudden urge to urinate and I thought I had an STI of some sort. On this initial visit I was given several oral antibiotics including Levofloxacin and Azithromycin which I did take and the discomfort went away.

May not be related to my Penis but at the same time this happened I was diagnosed with Burning mouth syndrome with a chronic dry mouth, dry nose and burning tongue that feels rough. My dr's have told me this is unrelated but I can't help but feel they are as both issues started at the same time and both have not gone away.

I can probably go the rest of my life living with a strange looking penis however if this is related to the burning mouth in some way and could help determine what it is I would be forever grateful.
