no need to apologize bud , you young still learning about yourself .
but def. wash it regularly there can be build up that can eventually turn into a fungus .
soap, water and make sure its all dried well .

Can I check what age you are? Also, have you ever been able to expose the entire head / glans of your penis. If you are not sure what it would look like fully exposed check out some factual based web sites such as wiki pedia - also take a look at what a frenulum would look like, as this is most likely what the 'vein thing' is that you see. Alternatively, it could be a piece of skin that has not grown as it normally would. If this is the case, it only require a very minor surgical procedure to sort it out .....
So, have you ever exposed the entire head / glans of your penis .......

I'm 19 sir, last time I peeled it off if my memory serves right. Was one in a doctor check up at age (10-13) and the second time I peeled it off was somewhere around that same time frame too. Thank you for replying

What you need to do is to expose as much of the penis head / glans of penis on a regular basis - you should do this without causing yourself any pain. If you do get pain when trying to do this that means your foreskin is too tight - this is a condition known as Phimosis. You can do stretches to overcome this so that you can expose the head / glans much more easily. The easiest time to expose the head of your penis is when you are taking a warm or hot shower.
What 'Cfs' is referring to in terms of "fungus" is called smegma, this is something that is naturally present on the head of your penis anyway, and what you have to do, by washing it regularly is to keep the smegma healthy. When it is not regularly washed there is a possibility that the bacteria that are naturally present on the head of your penis get out of control and can then start causing penile health issues. This is why you need to wash and dry the head of your penis on a regular basis.
So when you say you "peeled it off" - this is what you need to be doing regularly to keep your penis healthy - if you cannot do this at all, or it causes you pain, or you cannot expose the entire head, I can help you deal with this if you reply and let me know what is happening when you do "try to peel it off" ......
