there isn't any burning or irration or itching its just little red spots and a red rash at the bottom of my shaft but its very tiny.

Okay, to start with a bit of general information:

An explanation of the dots that you can see, and what the majority of males have present on the head of the penis:

" Fordyce spots are a variant of sebaceous glands (the glands that normally produce sebum and are usually found within hair follicles). Fordyce spots are visible sebaceous glands without hair follicles. They are present in 80–95% of adults. They are probably present at birth but become bigger and more visible from about puberty onwards. They may occur as a solitary lesion or more frequently in crops of about 50–100. They are easier to see when the skin is stretched.
Sometimes Fordyce spots cause anxiety but they are completely harmless whether on the lips or on the genitals. They are not a sexually transmitted disease and they are not infectious. "

So the dots you see are naturally present, only we usually do not notice them - for most men, they become irritated during masturbation or sex and become very noticeable.
Essentially, you have slight to moderately irritated penile skin. The biggest source of this problem generally is detergent based soaps and all forms of body wash such as shower gel. The other issue that males don't fully attend to is that when they have washed the penis or taken a shower some moisture remains present and this too can become part of a variety of sources of irritation for the penile skin.
If you are currently sexually active, irritation like this can be caused by a reaction to using a condom, or if you usually do not use condoms, or never, you can pick up a slight fungal or bacterial infection when you have penetrative sex and this can irritate the skin on the head of the penis.
So, it really depends on what is regularly happening for your penis at the moment, and the different things that it is in regular contact with that can cause this level of irritation .....

Depends what is happening for your penis: are you sexually active? Are you using protection?
The information I have already detailed to you specifies the typical sources of this irritation ....
