Need help knowing what I have on my penis

there isn't any burning or irration or itching its just little red spots and a red rash at the bottom of my shaft but its very tiny.

So the dots you see are naturally present, only we usually do not notice them - for most men, they become irritated during masturbation or sex and become very noticeable.

Essentially, you have slight to moderately irritated penile skin. The biggest source of this problem generally is detergent based soaps and all forms of body wash such as shower gel.
