Need Help (please)

Ive had this rash or mark, almost scaly, on part of the base of my shaft all the way down to most of my testicles for about a year now. sometimes it looks more swollen and sometimes the skin is tight and harder on the rash. Ive been to the urologist, dermatologist, gotten an ultrasound, the best answer theyve all had is eczema, but i dont believe that that is correct as ive used topicals for it and it did nothing. Im sick of paying hundreds of dollars on doctors who just refer me to other doctors who refer me to other doctors, if anyone has had this before or knows any ideas of what it could be, please throw out ideas so I could possibly bring it up to a doctor instead of going in and them not even suggesting it be anything.
