need input on recent sore

Hello, I recently have a sore on my penis that I believe might be herpes. I have been sexually active (different partners) and always use a condom but not for oral. The area where the sore is located also seems like it can be exposed if the condom rolls up (I am uncircumcised). I have not had any symptoms or pain or discomfort. I have folliculitis decalvans on my scalp and sometimes get boils on my butt (both long before being sexually active) most likely due to poor hygiene. Now that the sore is healing, I am starting to feel a tingle sensation at the head but have also been masturbating like 2 or 3 times a day (before and during). It has been 5 days since noticing it. I am anxiously awaiting results from a bloodwork (IgG) but fear of a false negative result. Does this look like herpes or could be another infection?
Image 1 is when I noticed it and afterwards tried shaving the hairs around to get a better look and ignorantly started plucking the hairs because I thought it could be an ingrown hair

Notes: When the sore was healing there was redness and skin peeling followed by cracked skin but I have been cleaning the area with hydrogen peroxide often and later realized that could happen. Topped off with tea tree oil

Update: I'm starting to feel warm like a fever but my temperature is 98.6. Feel a slight inflammation on lymph nodes in my neck near adams apple.

Stop applying the hydrogen peroxide and the tea tree oil - it may be a guess, but it looks like you have quite a lot of natural oil present on t the surface of your skin and this could be causing the boils you are getting and be the cause of the skin issue shown in the photos.
Essentially, you need to enable your skin in your entire Ano-genital region to return to its natural state, the other essential is to get a soap and body wash, such as shower gel, that are not going to irritate the skin of the region further - in addition, you should not apply soap or things like shower gel directly to the area.
When you take a shower wash everywhere else on your body first, then use the running shower water to clean your genital region with - you need a large clean dry towel to use after every shower, dry each area of your body with different areas of the towel, begin with you ano-genital region, then do other areas of your body.
What you show in the photos could have a great deal to do with friction, and the source of the vast majority of the friction will be due to the amount of masturbation you are engaging in - a good approach would be to ease-back on the frequency of masturbation, if you need, limit it to ONCE every other day - the best approach would be to take a masturbation holiday to help your skin recover, 3 weeks is a good starting point, 3 months would be very good.
It is your skin, your choices, you need to learn who to be skin friendly to the skin, both on, and around your genitals, and to control the potential build-up of naturally present oils in your entire groin region.
Long-term, if you cannot control all the skin issues you have detailed you will need to get the help of a Dermatologist to sort all of these out, and that is likely to mean you would need to visit the Dermatologist of several occasions to find the right solutions to what you have going on ....
