recently i got kinda weird bumps underside( rear from the plan view) of my penis head, it has a hard touch and when am hard it appears larger. Can anyone tell me what is it?

There is not much of anything unusual here. Do you mean the really small dots, spots or pimples some people may call them? or am I missing something?
Most of what we notice on the penile skin is naturally present, only we do not notice them until they become irritated. Most irritation is caused by what we apply to the penile skin on a regular basis, from soap and shower gel, to skin cream and lubes for sex and masturbation and stuff like that.

Try to minimise anything getting onto your penile skin that does not need to be there, such as soaps and body wash, use water only to clean, fully rinse the penis with running water once you have cleaned everywhere else on the body during a shower. Just as important is making sure the penis and entire groin region is completely dried after a shower.

it's something i can feel it when my shaft is erected or not, it has a weird touch but it's not on the head itself it's behind it, and i dunno how to describe it but it's kinda a circular thing around the shaft.

So I think what much of the issue is that you see something on your penis which you think is unusual. Unfortunately, me or other people looking at the pictures do not see anything that is unusual and this is why I gave the general advice of how to take care of your penile skin.
So let's take this from the basics: the issue you have is shown in the most recent photo, it is not on the other side of your penis not shown in the photo, for example?
So what I see is the colour or pigmentation of the skin alters towards the upper part of the shaft and it becomes generally a red'ish pinkish colour.
So when you say 'this is something you can feel' do you mean the surface texture of the skin changes? Rather that something at a lower level, inside the skin of the penis actually feels?
You are also talking about "underside" - are you meaning lower than the head of your penis, but clearly shown in the photos you have posted ...... ?

you see all these things am marking at, it looks like veins but it's not, i didn't have these things before, i got it recently and am not speaking about the color or skin irritation or something, it has the the same touch of hand nerves ( this is for example), so i don't what is it.

Certainly from the most recent photo what you arrow to on the top middle of the shaft of your penis certainly looks like a vein. However, the upper-most arrow and potentially the lower ones could be highlighting something that is not 'simply' a vein.
What you are saying is the is a definite change in the appearance of your penis at the tip.
As for what this is, perhaps we are back again to the only person that can tell you that is a Urologist. Hopefully, some other male can post on here to inform us of what is going on for you ......
