No evidence of osseous fusion

I had a ALIF in 2017 and I've still been having issues. I received another MRI and in my results it said No evidence of osseous fusion ,im assuming no evidencemeans they don't see the spine fused? does that mean it never fused up correctly? I'm worried ill have to get another surgery to fix it. I am booked for an appointment with my surgeon in January and would like to know what your thoughts are? I enclosed my MRI results down below?

IMPRESSION:

  1. Operative changes L4-5 and L5-S1 ALIF, intervertebral graft placement

    and right-sided hemilaminotomies.

    -No evidence of osseous fusion across the L4-5 or L5-S1 vertebral bodies,

    however, the grafts appear to be appropriately positioned.

    -Decompression of the central canal. No evidence of recurrent disc at

    L4-5 where L5-S1.

  2. Superior marginal level degenerative spondylosis at L3-4 with new 1.9

    mm anterolisthesis. The previously seen disc extrusion is no longer

    present (postsurgical or spontaneous), but an annular fissure and

    eccentric disc bulge remains resulting in moderate left foramen stenosis.

    Recommend correlation with a left L3 radiculopathy. This could also

    affect the descending left L4 nerve root in the lateral recess due to

    local inflammation from the annular fissure.
