Hi it doesn't look sinister to me. Have you been in the sun recently, new socks, washing powder???
Maybe knocked or rubbed it... Its a very subtle rash or irritation.

didnt wear any socks yesterday, I'm overweight and I think I mightve put too much pressure on that ankle. I'm on blood thinners as well

Are you a sportsman or like walking or golfing? This looks like a very minor form of Golfers vasculitis or Hikers Rash. You dont have to be a golfer or hiker though. Its tiny burst blood vessels in the lower legs caused by exercise. Always appears around the ankles. Start out as bright red as the blood vessels burst then turns brown and speckly. Best way to prevent it is to wear compression stockings and restrict the salt in your diet but there is no sure way to stop it.Its harmless.

that's what I'm thinking after doing more research. it's on the other side of my right ankle and I see hints of it on my left as well. I'm no hiker, but I'm trying to keep in shape and drop some pounds
