Non-painful bumps that keep appearing on shaft of penis

I was wondering if i could get some medical assistance. For the past month or so, i have been getting these bumps on the shaft of my penis, and occasionally the head. They aren't painful at all and, if i don't touch them, come and go. If i press them though, they burst but nothing really comes out, i just break the skin and within a day it heals. The ones i don't touch don't develop into sores or anything. i haven't had any of the extra symptoms to make me think it is herpes and haven't had painful or itchy sores come up. Please help with what it could be. The last picture with the bump on the base of my penis appeared a couple of days ago, i noticed it once i shaved. It's not an ingrown hair, but neither does it itch or cause me any discomfort. i am going to leave it and see what happens.imageimage
